Every advance meets friction
We help leaders bend complexity for strategic and commercial advantage

Refract is a geopolitical analysis, market intelligence, and national security advisory firm based in Washington, D.C.

Operating Philosophy

The physics of strategic advantage

Refraction occurs when a wave crosses into a medium of different density. Friction bends its path without ever stopping it outright. Refract is built on the same principle, applied to strategy.

We specialize in the art and science of understanding friction and help leaders bend complexity for strategic and commercial advantage.

In practice, we enable our clients to make well-informed decisions by providing contextual intelligence that breaks down problems, identifies viable options, and guides effective solutions.

Our approach to client engagement rests on rigorous methodologies for understanding problem sets, proprietary analytical tradecraft, and on-the-ground knowledge and networks that provide human intelligence about developments affecting strategic outcomes.

We regard friction as an instrument of advantage rather than an obstacle to route around because we operate with confidence in the uncertainty others avoid.

Founded in Washington, D.C., Refract advises allied governments and industry leaders navigating global uncertainty.

  • 01

    Least resistance

Every path of change encounters friction. We navigate through or around it with actionable insights.

  • 02

    Bend, don’t block

Blunt resistance can lead to escalation. Refraction redirects momentum, reshaping the trajectory that works in your favor.

  • 03

    Gain decision advantage

Cut through friction, uncertainty, and geopolitical risk to make confident decisions.

What We Do

An integrated architecture, not a single lens

We provide decision advantage to executives, government principals, and allied firms through our unique methodology, subject matter expertise, and on-the-ground presence and networks to produce a specific outcome.

Our methodology is at the center of cutting through the noise. We specialize in capturing the smell and feel of problems, breaking down the context, and anticipating challenges to help our clients build value, and explaining them in effective ways.

Problems can be difficult to identify at first, especially if they go against the conventional thinking of an organizational leader, government department or agency, or a corporate boardroom.

We harness our on-the-ground experience, subject matter expertise, and networks across political, military, and business communities to advise across the following domains:

Geopolitical Strategy & National Security

Applied Defense Frameworks (AUKUS/Quad/NATO)

AI, Tech Policy, and the Future of Warfare

Net Assessments & Competitive Intelligence

Global Defense Market Intelligence, Access, and Positioning

Gray Zone Analytics & Hybrid Threat Strategy

How We Work

The engagement model

Refract works closely and discreetly with clients across private industry, governments, and multilateral organizations. We create opportunities for clients in a variety of ways including through pressure testing, red teaming, scenario development, thought leadership, and access to our wide network to ensure our clients are positioned to achieve the effects and strategic outcome they desire.

Phase 01

Assess the medium

We map the political, regulatory, and security terrain a partner is moving through, identifying where friction already exists and how to cut through it.

Phase 02

Bend the trajectory

We design the specific advisory, analytical, and technical interventions that redirect momentum toward the intended outcome.

Phase 03

Embed and sustain

We remain engaged through execution, adapting the approach as the environment shifts, so advantage compounds rather than decays.
